Providing New England’s Working Waterfront with Honest, Fact‑Based Marine Surveys Built on Real‑World Knowledge and Experience
MARINE SERVICES, CONSULTING AND SURVEYS OFFERED
A Pre‑Purchase Survey (Full Condition & Value) provides a comprehensive assessment of a vessel’s overall condition and fair market value. It includes a detailed inspection of the hull, machinery, onboard systems, and required safety equipment to determine seaworthiness, operational readiness, and regulatory compliance. This survey gives buyers, owners, banks and insurers a clear, accurate understanding of the vessel’s true condition and market worth based on real‑world findings. Pricing ranges from $20–$28 per foot, depending on the vessel’s size, systems, and overall complexity.
An insurance marine survey—also called a risk survey—is an inspection performed to determine whether a vessel is safe, seaworthy, and acceptable for insurance coverage. The survey documents the condition of the hull, onboard systems, and required safety equipment, identifying any deficiencies that may increase operational or liability risk. Insurers use this objective report to establish coverage terms, policy requirements, and an accurate insured value based on the vessel’s true condition. Pricing typically ranges from $15–$20 per foot, depending on the vessel’s size, systems, and overall complexity.
An Underwater Hull and Equipment Survey using an ROV provides a detailed visual inspection of a vessel’s submerged structure without the need for divers or drydocking. The ROV captures high‑resolution footage of the hull, running gear, intakes, and other underwater components to identify damage, fouling, corrosion, or anomalies. This method delivers a safe, efficient, and cost‑effective assessment that supports maintenance planning, insurance requirements, and operational readiness. We also offer search and recovery services for gear, equipment etc. Prices start at $250 per hour.

WHO WE ARE
Taylor McGovern is a 2011 graduate of Maine Maritime Academy, holding a Bachelor of Science in Marine Transportation Operations. He grew up in the commercial lobster industry, fishing his own gear from a young age — experience that built the foundation for his practical, hands‑on understanding of vessels and the people who operate them. He continues to fish commercially during his time off from being a merchant marine.
Taylor currently sails as Chief Officer aboard a 50,000 DWT oil tanker, bringing extensive operational, safety, and technical expertise from the commercial shipping industry. He holds a U.S. Coast Guard Unlimited Tonnage/Oceans Master’s License, the highest level of credential available to a Merchant Mariner, authorizing him to serve as Master on vessels of any size, anywhere in the world.
With more than 15 years of experience as a marine surveyor, Taylor specializes in commercial fishing vessels and also maintains broad knowledge across commercial shipping and pleasure craft. His background blends real‑world vessel operations with formal training, supported by a wide range of certifications from multiple organizations — including underwater hull inspection, vessel design, and structural engineering. He is accredited with the US Surveyors Association, member ABYC and the USCG.
This combination of practical seamanship, high‑level maritime leadership, and technical surveying expertise allows Taylor to deliver clear, honest, and experience‑driven assessments for vessel owners, buyers, and insurers.
